The article examines the interplay between external pressure and domestic learning through a case-study of Greek budgetary and fiscal management reform. Pre-crisis, budgetary management inadequacies were not efficiently addressed, mainly due to lack of awareness of problems, a low uncertainty environment and a strong political propensity to maintain discretionary use of financial resources. In contrast, crisis-era bailout conditionality represented a drastic change in the environment, increasing uncertainty and encouraging domestic openness to reform. The fiscal governance framework was significantly transformed, to a point of paradigm change. While there is no doubt regarding the impact of external pressure, the analysis highlights certain aspects that point to a domestic learning process, though variable in different parts of the political-administrative system.

Using the case of the USA Renewable Fuel Standard (RFS), this paper contributes to theorizing regarding the factors that affect feedback dynamics of a disruptive technology. Focusing on design elements of the RFS and governance features related to its implementation, it demonstrates the resulting feedback effects on first-generation conventional biofuels and second-generation advanced biofuels. In terms of policy design, the analyses highlight the significance of the calibration of policy instruments and the incorporation of multiple policy goals into a single policy instrument. In terms of implementation procedures, the analyses affirm the significance to feedback dynamics of the regulatory capacity and discretionary authority of administrative agents as well as the influence of interest group coalitions in rulemaking. In the case of second-generation advanced biofuels, the case study also reveals the limits of policy-induced feedback in the presence of regulatory uncertainty and unfavorable financial conditions.

Abstract Recently, more nurses have become more engaged in policy work. This article provides a process for nurses to frame their work from policy inception through policy evaluation. Although policy often takes considerable time to develop, especially at the federal level, it can also arise out of chaos. This framework focuses on planned changes, even in chaotic conditions. The intent of this framework is to help nurses determine where their individual talents can best be used and to appreciate that the full process must be used if an effective policy is to result.

Although a direct correlation between poor nutrition status and increased risk of readmission has yet to be established, it is reasonable to assume that patients who are identified as undernourished while hospitalized would be "at increased risk of adverse outcomes" following discharge. Also, the evidence that links nonadherence to dietary prescriptions after discharge, with increased readmissions in patients with heart failure (HF), is fairly robust. Nutrition screening prior to discharge should be mandated, just as it is at admission. However, the criteria to assess a patient's ability to adequately and appropriately nourish themselves after discharge are very different from those used to diagnose and treat malnutrition on admission or during a hospital stay. The U.S. healthcare environment germane to the readmissions rates policy that was adopted for implementation in October 2012 by the Centers for Medicare & Medicaid Services is characterized. Factors critical to the successful development and implementation of a post-acute nutrition care plan are described. Nutrition-related contributors to readmissions in HF are delineated. Transitional care models that could be adapted to enhance nutrition care plan efficacy are identified, as is the need to adopt a multidisciplinary approach to nutrition in transitional care that includes care coordination and routine follow-up. An evidence-based systematic approach to determine those patients in whom palliative vs restorative nutrition care is appropriate needs to be developed.

Health in All Policies (HiAP) promises to improve population health by harnessing the energies and activities of various sectors. Nevertheless, it faces well-documented bureaucratic obstacles and appears to require intersectoral governance if it is to be established. The basic problems of establishing intersectoral governance for HiAP are known to public administration and political science. On reading that literature, we find that the difficulty of establishing intersectoral governance for HiAP breaks down into two kinds of problems: that of establishing coordinated actions at all (coordination); and ensuring that they endure in changed political circumstances (durability). We further find that policymakers' solutions fall into three categories: visible ones of political will (e.g., plans and targets); bureaucratic changes such as the introduction of Health Impact Assessment or reorganization; and indirect methods such as data publication and support from outside groups to put pressure on the government. It can seem that Health in All Policies, like much of public health, depends on effective and committed policymakers but is vulnerable to changing political winds. The three kinds of strategies suggest how policymakers can, and do, create intersectoral governance that functions and persists, expanding the range of effective policy recommendations.

The aim of this article is to evaluate the role and resources of academics-turned-senior bureaucrats as key agents of policy transfer in Indonesian bureaucratic reform during the Reformation era (1998-2018). Indonesia has a longstanding tradition of appointing academics into public office. In this research, the concept of Academic Administrative Entrepreneurs is introduced to better understand Indonesian administrative reform and the changing nature of Indonesian governance in a period of democratic transition. It is observed that social, political and knowledge capitals are key resources that enable Academic Administrative Entrepreneurs to influence processes of change governance.

In this article, the author discusses the current higher education economic environment, explores contemporary trends in higher education management, and considers their effect on MFT educational programs, an area that is virtually unaddressed in the literature. Finally, the author describes how one MFT training program is responding to the challenges brought forth by the fiscal complexities embedded in the contemporary higher education economic environment. The discussion offers useful and practical administrative policy information to MFT educational programs and their leaders.
